Shadin Hilton has 24 years of experience in the healthcare industry encompassing hospital administration, operations, program management, and consultancy.

For over 10 years, Shadin directed multiple departments within a large academic and research hospital, part of the largest healthcare system in Texas, U.S.A.  She was primarily responsible for the strategic, fiscal, resource, and operations management of these departments.  

During the past 14 years, Shadin has served in the capacity of Senior Healthcare Consultant in the Middle East and Gulf regions.  Her consulting expertise includes designing, planning, and implementing health system initiatives and programs in collaboration with top-ranked and internationally recognized healthcare organizations as well as regional government authorities and healthcare regulatory agencies. 

Shadin has directed large quality assurance and cost utilization review programs.  Utilizing e-claims and other healthcare data to develop key indicators and measure healthcare facilities’ performance, she provided guidance and support in evaluating results to improve healthcare services, patient outcomes, and contain costs.  

She has conducted comprehensive assessments for the implementation of national health insurance programs.  She has developed insurance strategies, ecosystem delivery models, and designed benefit plans.

Shadin holds a Bachelor of Science in Nursing from Youngstown State University.  She also holds dual Master’s degrees in Business Administration from Texas Woman’s University and Healthcare Administration from the University of Texas at Arlington.  She holds a number of certifications in nursing, healthcare quality, and project management.
